Here is Ron Gabel's answer to question number 7642

Question:

I have a double barrell shotgun, marked "Palmetto Arms Co., Philadelphia, Pa. the only other markings on the gun are the number "173" which appears under the fore grip on the barrel, and two other places. This is a double trigger, hammerless shotgun, and it appears to be a 16 gage. Can you tell me anything about this gun? Thank you for considering my question.

Answer:

Hammerless double barrel shotguns marked Palmetto Arms Company Philadelphia were made by the Crescent Fire Arms Company.
